I agree with B2B, I don't with B2C.

At least in France, you're NOT allowed to NOT accept a private customer for
any reason

Apart having had already a bad experience, proven risk of loss or problem, security,
etc. - of course.


  That's the law and it's called freedom of contract. And the Stoplist is there to implement this law.

About B2B me thinks it's just abnormal (at least) and/or lazy, and all in
all not very friendly.

I don't think you are allowed to list it here, even as a custom set. It infringes
on IP.

The rule is:
Custom Sets: Custom sets or instructions may be listed, provided they do not
infringe on any intellectual property rights, including those of the LEGO Group.

I've seen a few stores that do this, the ones I can remember listed them
under "Custom Item", but put them on their store's main page.

Just create a "wanted list" by hitting the heart button on all the parts
you want and then click "Auto-buy", and the algorithm will find a store
that has the parts you want.

"Heart button" I've been around kids too much...the favorite button

seller has no other means of listing their available parts? With an item of this
value Bricklink should be asking the question “Why has this seller listed this
item incomplete?” and with no inventory available it is not hard to see why hence
removing such a listing is ‘Unjust’ and exceptions need to be made

Even if the seller is expected to buy the cheap missing parts, that’s fine but
in that case Bricklink needs to at least provide all the relevant info if this
is what is expected of them. To be honest I myself am not even sure what the
tile part at the end of the lightsaber even looks like and just because I recognize
the hair piece and colour it doesn’t mean every other seller will and whilst
you could research online on other sites you shouldn't really have to and
so if Bricklink themselves aren’t able to provide the relevant info or ability
to list these parts then that is of little fault of the seller and BL should
recognize this as a valid reason to list incomplete!

I think you're right as I remember the discussion, but I don't know if
the result was "unoffical guidance" or an actual policy.

Guidelines and even policy is pointless if it is not written down, and that is
written down in the rules rather than in the forum. Both users and staff need
to know what the policy is. An admin here saying something is OK is pointless
if something is reported and it goes to a different BL employee and they only
know the rules as written down.
