If there is no different background (transparent/white) why are sticker sheets
separated?

I mean, what difference is there other than the PCC and numbers? Instructions
are also different. Also some GWP yellow box sets.

I don't know the exact reasons why it was decided to separate sticker sheets
many years ago, but generally, we always separate paper items when they have
different numbers. Not just sticker sheets, but also flyers, posters, catalogs,
etc.
I don't think it had anything to do with the background color.

Instructions are technically linked to the set entry, and one set entry can't
have multiple instructions entries. Otherwise, we would definitely add separate
entries for some sets.

  Also some GWP yellow box sets.

Almost every set has different regional versions (with text in different languages
on the packaging etc.), but adding separate set entries would create a massive
amount of work with inventories that nobody could handle.
